This isn't a project that will be quick at all.
Setting a date is a great idea for the initial setup. But after that its going to come down to individuals working their asses off
Having done a few projects on this scale in the past, I would say we need to set up a few things before the actual building.
We need a resource gathering group.
A Mining group to clear out the build areas
A design group
So there will be overlap here.
We will also need a central rail-yard to store all the materials for building supplies of which we will need a massive amount.

So here are a few things to think about.
You will want 2 rails. One for leaving, and one for entering.
Monsters will NOT spawn on half slabs or rails. If a monster is hit by a minecart, it will die, but it can also eject the rider from the minecart, and can potentially kill them
So I recommend using half slabs as walkways along the rail line. Not to mention proper lighting, fencing, and gating.
If you want to double your ore count, we will need Crushers and Furnaces from the Metallurgy mod. Crushers take ore, and grind it into 2 powder, which will then give us 2 ingots

Whatever design you all want to do should be voted on and then use for each branchline.
For this,I recommend everyone going into creative mode and designing a space like this:

Mining for this will take forever. Seriously, even in creative mode this will take weeks. I think we should all stick to survival mode for this though. It will make it feel more like an accomplishment.
Lastly, I think we should also try to map this out on the Dynmap. Take a screenshot of it, and then just draw redlines everywhere that we want something. If that makes sense
