I don't use many hand cannons but this affects lower impact guns so imsure I've come across this. Part of me says that this happens in every game because how else do you ensure guns penetrate to the level they expect. Hit boxes on Destiny have personally for me been always okay but I know some of you guys have had different experiences. Still a really good short video explaining the issue.
