He wants to use it to play low grade games, word processing, e-mail, and it needs to have multiple USB ports. He would like to play some old NES/SNES emulator games on it. He's not looking to spend a lot, but he doesn't want to do a lot of high end stuff on it either. He is hoping to find a used/refurbished one if possible to save some money.
