Haven't read the link but I do know he's suggested that Europa is the new planet where we'll all go in D3 and that it has Open World PvPvE experiences. Essentially, Patrols like you have today but instead of seeing randoms just in your instance, these could be Guardians of Light where you could be using Darkness Classes that could kill them along the way.
